this european would still be asleep too cept my daughter decided to catch some stomach bug and wouldnt go to sleep till 3am meaning i went at about 4 am.... then she decided 6 am was the perfect time to wake me up and make her case for why she shouldnt go to school today....... ugh

You could argue it saves on their insurance premiums.
Ye’, they could drive off, but here in the U.K. it’s an offence to fail to make efforts to contact and exchange details of damage done to their vehicle by yourself or report it to the nearest police station. Your premiums will go up, you will get a fine and possibly points depending on situation.

Someone in America at some point probably reported a door ding they’ve caused, but there can’t have been many. Things like that, or even more serious things like hitting someone’s bumper while parallel parking just don’t get reported. Some people don’t even care to try to avoid causing that sort of minor damage, but even among people who are careful, pretty much everyone seems to consider it just a hazard of parking, rather than something that they need to be responsible for.
